It is actually more unusual NOT to have Fordyce Spots - estimates suggest around 70 to 80 % of men have visible Fordyce
And yes, for all kinds of reasons a penis may look textured and have natural lumps and bumps.
The issue is when men become sexually active and do not use protection, it can become difficult to differentiate between the naturally present and what MAY be the result of an STD, for example.
