As ken suggests I would see a specialist such as a Urologist, or if you can find one, a Dermatologist who deals with Genital Skin Disorders. Contact any Sexual Health Service and ask how you see either of these specialists.
One simple thing to be careful about is that when you wash your penis or have taken a shower you must ensure this area is completely dry afterwards by spending time patting it dry with a clean dry towel, that preferably, only you use.
What you could have is the early stage of a genital skin condition, so the time to have that checked for is now, rather than seeing what else develops …
