Any advise on Shin Splints?

I've had Shin Splints now on and off for over 6 months and have hardly done any running let alone walking during this time. Each time I go back and run it's only for a few easy runs and the pain returns. This is affecting me on both legs and in the front of the legs. Does anyone have some good advise on what I should do?

Here are some tips to treat Shin Splints:- 

1. Strengthen your lower leg in 4 directions using bands

2. ICE massage

3. Get a foot pressure evaluation

4. Cross-train
