i dont wanna give a definite answer because ingrowns and herpes can sometimes like very similar. go get swabbed before it goes away.
does it burn when you urinate? Herpes sores are affected by the acidity of urine. It looks likes like an ingrown hair but you may want to go get that tested just to be on the safe side.

looks like you shave? Most likely an infected hair follicle, I get these all the time after shaving, my obgyn doesnt even bat an eye at them.
