These bumps are painless, I just noticed them while I was showering. They started off with a patch of skin that was noticeable and shiny under the light, so I examined them after shower and turns out that was a patch of skin made up of many small bumps.
Should I be concerned? Should I find my DM?

The patch of skin that I noticed while showering was like "blister", but it is completely painless
If those blisters pop then they might hurt which means you might have HSV1-2. Other then that have a specialist look at them.
You have a swollen meatus also.
Thanks George, I have my HSV (1,2) oral and genital test comes back as negative.
But I didn't have the chance to let a specialist to look at my penis yet, do you think the circle pictures above look like blister?
