Are these genital warts or fordyce spots?

ive had these spots on my penis for about 5 months. ive taken a STI test that came back clean and when i went to the sexual health clinic i was told that the spots might be some sort of friction burn but im not sure

i got same doesnt hurt nor burn. no painful urination or smell. im applying Chlormidazole cream on it after washing it with warm
water and pat dry . not washing with soap and avoiding masturbation or sex for atleart few days to see where it goes

i exactly know i saw them after unprotected rough sex over couple of weeks with my partner. we have sex regularly but i can remember that around tbe days leading to thsee it was rough.

Most of the spots in the photo are Fordyce Spots - genital warts do NOT generally look like this and when they do occur a sexual health professional would certainly clearly identify them and tell you about what medication you needed and the ongoing precautions you needed to take

i think it could be balanitis but im not too sure

update it turned out to be thrush
