It’s not herpes because these are not ulcers and you say they don’t hurt. Although the photo is a bit blurred, judging by their appearance and distribution, you probably have molluscum contagiosum (Google), a viral STD. They may have spread because you’ve shaved the area, so try to avoid shaving until you get them treated. Trimming with scissors in OK.
And try to see your doctor to confirm and get screened for other STDs.
