Are these spots Molluscum on my penis?

I've had spots on my penis shaft for about 2 months now. I went to see a private GP and she thought it was warts at first so did a round of cryotherapy on one of them but then I went to a sexual health clinic and they did STD tests (clear) and said its just "spots" or maybe "molluscum".

They are growing in number and a little bit itchy sometimes. One of the larger ones scabbed and then the scab fell off, but they're not healing. What should I do?
