I am currently 16 years old and noticed these bumps by the frenulum of my penis. I am still a virgin so i don't think its a STI. They are painless and are just there. Should I be worried?
So the good thing is that if you had not had sexual contact it is extremely unlikely that you would have a concerning issue anyway.
Looking at the photo I would say these are almost certainly Tyson’s Glands - because of the location these are sometimes referred to as Parafrenular Glands
