The larger bump you have could be a normal bodily wart, the rest are sebaceous glands and can be commonly described as Fordyce Spots.
It is likely that the ones nearest the head of your penis were damaged as a result of the circumcision and have not developed correctly.
General rule applies, if you feel you may have been at risk of STDs / STIs go get tested anyway

And also I have those for 2 years or more while normaly they disappear alone after 9-18 moths (I am 17 years old and I have no health problems). They have also never changed or grow up or multiply.

No, it is not possible for me to categorically say these are not STD / STI related - only they very much look like what I have already stated.
The unfortunate thing with things like this is one thing can very much look like something you do not expect - or that, you have an infection but no definitive symptoms, what you see on your penis has no or little relation to a potential infections, but infection may still be present.
That is why if you have taken risks the ONLY way to be categorically sure is to get tested
