i have only ever had a couple of outbreaks about 3/4 of the way up my shaft towards the head of my penis (same general area) so im wondering if i use a condom that covers all my penis then this will protect my partner entirely or does the shedding occur at other sites like inner thighs etc

My understanding is that the shedding would always be from the same area where your outbreaks are. So theoretically provided that area was covered by the condom you would be protected. However you would have to be careful to avoid contact before the condom went on to be 100% sure.
My HSV2 outbreaks are in a similar place to yours. Ironically I picked mine up despite using a condom though I expect the girl I had sex with was having an outbreak at the time. Best not to rely on condoms during an outbreak.
