Balanitis

Hi, can anyone tell me if this is balanitis. i also can just about get foreskin retracted when erect ! it also gives off a fishy smell even after i clean it. and it kind of hurts to touch

Have you always had that bump on your meatus? I have it since I can remember idk if it something to worry about
