If not, see your Regular / Family Doctor GP when you can …
I have consulted a derm online. They said its nothing to worry about. But I am still unsure and confused.
I would suggest that when you are able to book an in-person appointment with a Urologist for you to check out ALL your issues of concern - however, I would agree with the explanation given to you by the dermatologist online with the proviso that they were able to view the images you have posted here.

Here is my more considered response to what you say: in your initial Posting:

1.Black spots on glans. - I would suggest there is a relatively simple explanation for these.
2.Tight foreskin. - This is something you can work on by doing stretch exercises, but yes, I fully understand this may not be particularly easy due to your flaccid state size. In brief, you have your whole lifetime ahead of you the sooner your start to work on this, and all the issues you have with your penis, with the help of an understanding Urologist, for example, the happier you are going to be rather than carry these issues with you throughout your adult life.
3.Smegma accumulation. - 2, 3 & 4 are linked, the sooner you are comfortably able to expose the entirety of your glans the sooner you will be able to establish an appropriate penile hygiene regime.
4.Sensitive glans.
5.5.Flaccid size is 2 inch. - This is perhaps the most unfortunate issue as the majority of these issues are linked to natural growth hormones and it is most likely it is too late for you to address this. Again, a good Urologist would fully inform you what the options are on this within the bounds of accepted medical practices.
However, there are a whole range of ways and means to increase penis size, and therefore, in-turn impact on your level of contentment with your penis. Again, the essential issue is once you have the low-down on the medical approaches this will determine if and when you look at alternative means, and, again, the sooner you potentially start to explore these approaches in practical terms the more likely you will implement change that you are happy with.
Essentially, as I explain to anyone contemplating embarking in penile enhancement techniques is that it it is all-too-easy to create additional issues, some of these can be overcome by allowing the penis to recover naturally, while others become permanent and therefore become a psychological burden for the remainder of your life.
