So I am wondering, the babies who bottom shuffle are they weak, i mean are their bones weak or some muscle weakness.

No these children are no weak it's just another way of getting around.. Soon will pull themselves up, gaining strength in their legs..My Mother said I did it as a baby slower in walking but each child grows and walks at its own rate.

My brother apparently bottom shuffled and I crawled. He is an extremely intelligent person. Perhaps he felt he had a better view of things than if he crawled? Children develop in different ways and usually one thing will go on hold while they learn a new task, eg they may walk before they talk or visa versa.
Valid and right observation I must say.
How old is your child?
It's not unheard of, of course, and standing and walking may not even be affected. Please watch for all of the developmental milestones and see where your child is compared to the average age for those skills.
What happens when children don't spend time on their stomachs (which, with SIDS/Crib Death, most babies don't sleep on their stomachs like they did in previous generations), they don't develop upper-body strength. This could affect things like sports and handwriting if that isn't sufficient. A Phyiscial Therapist would be a great person to take a look and be sure that your child is developing normally, even if he's not crawling/creeping. What does your child do when you put him on his tummy? (or her?)
You're right to question and be concerned, but only a PT Evaluation can tell you for sure...or possibly another specialist. Even Paediatricians aren't usually ones to sound the alarm at an early age, but it doesn't hurt to ask for testing.
