See if you can find a sex therapist. Sounds psychological to me.
Maybe he's nervous? In he circumcised? Instead of oral sex maybe try letting him rubbing his genitals on yours. If he gets hard enough for sex then it's just the change in texture from oral to coitus that's interfering. If he goes soft its psychological but sildenaphil(same thing as viagra is like 30 bucks for a 30 day supply with a drs prescription of course)
