Not been rude or do you get hot down there on it I have them on my arm what the bump looks like a heat bump probably get it checked out with doctor make sure its nothing serious that's the best option for you but to me it looks like a heat bump with having something similar on my arm.

It looks like either a Penile Cyst or a growth of some kind - if it has not changed much since you have had it it is unlikely to cause a problem. To be sure I would get your regular Medical professional / Family Doctor to check it out for you …
