Bump/scar tissue on base of penis?

A few months ago, a little bump appeared on the base of my penis, which I feared to be a wart, but now believe was just a pimple or inflamed gland/follicle. I tried popping it like a pimple, and then I'm sure that aggravated it. Every couple days since then, I'd try again to pinch it out with my fingernails like a pimple. Now, it is hard and larger, so I'm assuming it is scar tissue? Also, a few days after that original bump came, 2 more appeared, I did the same, and they went away, only leaving a bit of discolored skin/scar, which is barely noticeable; and recently one more appeared elsewhere on my penis and went away. Other important info: I don't believe I was sexually active for at least 6 months prior to the first appearing, with the possible exception of receiving oral sex once, and I never experienced itchiness or pain. My question is is it just scar tissue at this point, or could it be like a blocked gland or something? If it is just scar tissue, is there any treatment to reduce or remove it? I am self conscious about engaging in sexual activity, because I don't want future partners to think it's an STI.

Those are, as you described and by the pictures, viral warts.

it may be not HPV but any other, could probably a poxvirus or any other. They usually grow slowly so it is important not to discard any sexual contact.

If this is hard it is most likely an ingrown hair - these are quite common at the base of the penis.
If it is an ingrown hair the only way to stop it swelling up or even remaining as it is is to remove the hair from the current position.
So yes, I would treat it as a blocked gland - I always use a small amount of undiluted Liquid Antiseptic for treating skin issues - dab some from a finger tip directly onto this 4 or 5 times a day for up to 5 days and see if it reduces in size
