i have had these bumps at the base of my penis for several months now they become dry, and the top layer comes off (almost like a scab). when squeezed there is no puss, however they do feel like a deep ingrown hair.
They arr not painful, but on occasion are a little itchy. not sure what this is but most concerned about genital warts. A few months back, when I cut and squeezed one it looked like a lipoma, but that was only the one time does feel hard when squeezed between the fingers.
Does not look like herpes. I forget what the term is but they are essentially smalls cysts. Do not pick at them as they can become irritated and sore.
Do you only have two of these or are there more. And yes, you should not pick or squeeze them !
From the two pictured it is difficult to tell what it actually would have been had you left it alone and not damaged it - potentially the smaller one could be a normal body wart.
Really it would be best to get these checked by a medical professional - I would suggest if you want the larger one sorted it may need to be surgically removed
