Bumps on Penis tip

Hi. I've had these small bumps on the tip of my Penis for a few weeks. They are not painful, itchy, fluid filled or causing any irritation/discomfort. Could they be herpes, balanitis or something else? There has been recent unprotected contact orally. I haven't been to my GP or health clinic yet.

It is definitely irritation present as displayed; As a next step in your process - I would recommend you making a visit to ensure it isn’t something contracted through sexual contact.
