Bumps on penis

I’ve had small bumps on my penis for as long as I can remember. They look different depending on which part they are on. On the base, they look sub-dermal, faint, and yellowish in color - in the past I have been tempted to squeeze them and a substance similar to what you would find in blackheads came out. On the ‘underside’ of the foreskin they are much smaller, far more numerous, but more obvious and in patterns that almost look like a map; I also have similar, faint, white marks in bands across my top lip and thusly I think they have the same cause. Around the base of the head they are slightly larger, and white -somewhat resembling what I’ve seen called ‘pearly penile papules’.

None of these bumps are larger than 1mm in diameter and I do not experience any discomfort. I also think an STD is unlikely, as I’m a virgin, but I cannot rule it out. Also I’m 19 years old.

Is this something I should see my doctor about?

Here are some images:

Yes, see the doctor. It is unlikely to be an STD if you're a virgin, but get it ruled out. It does look like a skin condition of some sort.
