hello from past two weeks i am bumps on my penis. first there one on shaft and two at bottom now they have grown to three on shaft. i dont have any pain. but tip of penis is itchy and thighs are continuously itching. when i touch bumps i feel itching otherwise nothing.i am 23 and no sexual activity as of now. 
Stop shaving your genitals until this is sorted - you probably have a combination of things going on - you most likely have some Fordyce Spots that are naturally present - but it is the large bump shown on the right in photo 1 and 3 I am concerned about.
There are several things that regularly occur at the base of the penis that can cause this - such as a blocked and infected skin pore, or an infected hair follicle. What you could try for 4 to 5 days is to get yourself some liquid (not cream or lotion versions) antiseptic and dab some undiluted onto the large bump 3 or 4 times a day. It may sting quite a lot when you first apply it - what should happen if it is caused by what I suggest is that it will start to reduce in size in 2 or 3 days.
If nothing changes within 5 or 6 days I would suggest going to see a doctor …
