I use preservative free eye drops almost every 2 hours but my eye still burns, especially when I'm out of my house and is windy. And I'm still a teenager and not that old, and i dont use computer or mobile much too. I don't think i should be having dry eye.

Have you had the inside of your eyelids looked at? There is a possibility you could have inflammation. I had that and it literally felt like I had dry crackers under my eyelids, particularly in the morning. Does it feel that bad? You need to see an ophthalmologist, they will turn your lids inside out and look, it’s not pleasant but at least they can give you some drops for this.
As for the dry eyes, have you tried preservative free liquifilm tears? Try and put a warm flannel over your eyes a couple of times a day for a few minutes or you can get an eye mask that you heat up.
