Hi. I have this things in my penile for two months, no pain, and negative test for herpes. What is these?
The light level in the photo is not particularly good for a clear indication of what they are.
You do not state your age - I am guessing you are under 36 years of age and my suggestion would be that these are simply a natural part of your penis - of which they are most likely glands that are present on the head of the penis.
It is possible that they have recently become irritated and that is why you have just noticed them - the most common source of irritation is unprotected penetrative sex or receiving oral, after that there is whatever the skin has been exposed to, this can simply be something like a soap or shower gel that you have not used before, or is you are sexually active, something like a Lube or even if you have used a condom recently you can get a reaction to the chemical compounds on the inside of the condom

Do not expose the skin of your penis to anything that can potentially irritate it.
You do not mention whether you actually were sexually active immediately prior to noticing these - so you may have something like a yeast or bacterial infection that you would need to clear with medication.
Do not apply anything else to your penis including soap , shower gel, lubes of any kind and so on.
Wash your penis with water only, make sure it is fully dried afterwards.
If it is that you are noticing what is naturally present as a result of an irritant it can take between several weeks and several months for the irritation to subside - that is, ONLY when you stop exposing your penis to the source / sources of the irritation.
If they never fade no matter what you do then these are simply how your penis has developed.
