If a female who has blisters on her inner labia and around her vaginal area has had those blisters for a month with no change but with itching. What could this mean?

Yes sometimes they take ages to go away and do itch, particularly if you have contracted the virus recently. Try putting betadine or similiar (non sting iodine based ointment) unless you are allergic to this, on them. Eat well and take b vitamins and lyseine.
No, it is highly unlikely that a herpes simplex infection will remain unchanged for so long. I would expect that it is caused by something else. There are 24 different things that can be mistaken for genital herpes. Mine have so far lasted over a month. I'd recommend going to a GUM clinic as they deal with it all the time and put me a 10 day course of strong acyclovir. It ended 4 days ago and I've stopped getting new blisters and the ones there are healing slowly.
Also, you can get haemmeroid cream with lidocaine in it in supermarkets and pharmacies, it really helps soothe the itching.
Hmmm mine is still lasting since i posted this and turns out i do have herpes... Oh well >_>
