You have first to understand why your penis is dry. It could be an infection from bacterial, fungus or even a skin condition, or, if its physiological, because you have born like this.
After you know the cause, than you could start doing something to provide the problem.
I don’t think I have an infection of any sort. I think it could be physiological as you said because my penis skin has always been little dry.
