back about 5 months ago i got a single bump about a cm above the base of my penis. after about a month it did not go away so i started using ACV, while it did make smaller it was still there. then i used duct tape and it pretty much disappeared but it left this scar which still feels irritated at times and just will not go away no matter what i try. i have attached a few pics, the photo where it appears red was taken a few weeks ago, the other two are from today. can some one please tell what this could possible be?

looks like a ingrown hair
if this is an ingrown hair or folliculitis does anyone know how to get rid of it? it has been irritating me for 4-5 months now
