its most probably due to friction and damaged the top layer of skin u should stop having sex or maturbating and dont use soap on the area just warm water to wash with to prevent further irritation and see if it clears up with herpes it keep reoccurring so if it was herpes it would happen again in which case u should go to a doctors for testing to be sure
