Sounds like you are aroused and your penis is leaking pre-ejaculate. It will stop once you are no longer aroused, so just keep your underwear clean. If it is a lot, you may need to masturbate more if you do not regularly ejaculate.
Can you attach a picture of what it looks like? Yeast infection can cause some white discharges I guess, but nothing to do with being erect or not though.
