I tried Nair Hair Removal for the 2nd time ever and the next morning, I had these bumps. they don't hurt and I don't have any symptoms. I can't imagine Nair can do something like this. Can this be herpes?

Looks suspicious for herpes. Don’t think hair removal cream was ‘responsible’; if it was an allergy to the product then you would have a rash or eruption on every part of your skin that you applied it.
To confirm the diagnosis, you should see a doctor to get the pustules de-roofed and the base swabbed for HSV DNA.
