Skin irritation - I cannot see the detail in the photo of what your irritated skin looks like.
Biggest cause of irritation is soap and things like shower gel - do NOT apply these to your penis - use warm water only to wash and rub the head and entire foreskin with the inner of your hand and fingertips.
For masturbation lots of males apply things like skin cream, baby oil or lotion - so anything with a chemical basis like this you also need to exclude from your penis.
With the bumps, I am wondering if you have skin problems anywhere else on your body?
You will need to monitor these every 3 weeks or so to see if they develop any further.
Are they present on the entire head of your penis … ?
