Could this be an STD?

I had this area since I was 14 years old kid, but only recently after unprotected sex, I got paranoid and washed with shampoo and used excess perfume on the penis, after a while it started burning and I used different kinds of creams, but there's this part this still the same, I got tested for STD, all but HPV, I don't know if this is related, but it feels more like a skin condition, but unfortunately Doctors I go to are not so great they gave me moisturizer and think im stupid and that's it, I can't wear my pants without feeling burn or my glans going from normal to absolute red, and this area feels like the skin is peeled which I mentioned I had since I was 14 which is 8 to 10 years ago, but never hurt like now, after the perfume and the whole situation I explained earlier.

You need to fully understand that the skin of the upper-part of your penis is very unlike skin elsewhere on your body - it is much more sensitive and when it is contacted by things that are harmful it can take a great deal of time to even begin to repair, heal and become health again.
So in terms of what you say: -

" but there’s this part this still the same " - so as I say, healing when your penile skin is at it is in the photo can take a great deal of time, AND this will ONLY happen if there is no further contact with ANYTHING that can further damage the skin. I would suggest even if there was no further contact with harmful things healing could quite easily take two years or even more !!!

The best option for you would be for you to see a Dermatologist (a skin specialist) and they can prescribe the most helpful medication to speed up the healing process …
