Your penis looks quite normal to me. It’s natural for the skin on the penis to darken with age.
If the skin on the affected area is dry, you might want to try an emollient cream, for example Diprobase and Epaderm are very good. They don’t contain any ingredients which could irritate your skin. Also instead of using soap, you can use these emollients as soap substitutes.
That should clear the problem.
The alternative approach to cleaning and hydrating penile skin is to wash with water only, avoid any soap or shower gel getting onto your penis when you shower, fully rinse your penis at the end of the shower and always ensure that no moisture remains on your penile skin following urination, washing or following a shower.
For hydration the natural source of hydration that your penis has can be helped with the regular application of Liquid Coconut Oil that is for use on the skin rather than hair. 99% pure oil is really good, and alternative is Pure SHEA Butter - a very light coating is all you need applied every 2 to 3 days, best time is after fully drying yourself after a shower.
I would suggest you try this approach or the one detailed by Michael for 6 to 8 months then try the other, pick the one you are most happy with and continue to use regularly for the rest of your life.
