The photo is very poor but what it suggests is that the bumps are actually Fordyce Spots - these are a normal part of sexual maturation for many men. Not all men get these - when they do appear they may remain for the rest of your life or fade away slightly over the years.
You did the right thing in getting an STD test - next time use appropriate protection and you will not have all of this uncertainty to deal with
