Do I have an STD or just bumps on my shaft

i've had them for about 8 months but have never had sex in my life. can someone tell me what it is?

They are just sebaceous (grease) glands along the shaft of the penis; nothing serious. When you stretch the skin (as you appear to be doing in the photo), they can look more obvious.

I’m guessing you’re a teenager/young adult? If that’s the case, then these minor skin changes are part and parcel of your sexual development into adulthood, e.g. pubic hair growth, scrotal & penile enlargement, darkening of genital skin, etc.

Correct- there is nothing to worry about. And I certainly wouldn’t have them removed. If you did consider this option, look carefully at the photo that you’ve posted. It would mean obliterating almost the entire skin covering the penile shaft. And this would not only result in a lot of pain but potentially a lot of scarring that would be cosmetically disfiguring.

To paraphrase President Trump, “The cure would be worse than the disease”.

No, it won’t but as you become less self-conscious about it then it becomes less of an issue.

It’s not your fault.

I think you need to speak to a health professional face-to-face because I get the feeling you’re anxious about your body image. These sorts of changes should not be affecting your life. And I don’t think a future (sexual) relationship is going to hinge on whether your partner notices these spots on your penis. If they did, then you’ve probably chosen the wrong life partner!
