Do I have frenulum breve? Is my frenulum too high? [Pictures]

I’m 20 years old with phimosis. Never had sex before. I can pull back my foreskin when flaccid, but when erect I can only pull it back enough to see the tip of the head before it starts to hurt and I can’t pull it back anymore. It seems the thing that hurts when I try to retract when erect is a red fleshy string that is attached to my foreskin and the head of my penis (my frenulum?). It feels tight when I try to pull my erect foreskin back. I fear it may be attached too high..

I’ve included photos of what I’m talking about when retracting flaccid.

I was never really taught about retracting my foreskin growing up, so I appreciate any help from urologists or others. Thank you.

Extremely unlikely you will need surgery - so I would say you have at least partial Phimosis as you cannot expose the head of your penis when erect.
What your Foreskin, and yes, likely your Frenulum too, is the elasticity and suppleness necessary to comfortably expose the head / glans in all circumstances.
