Do I have Pearly Penile Papules?

Hi! Here's a photo of the issue (NSFW, Obviously): https://imgur.com/a/w7BoihA So the thing is, These smell a lot like Snegma but I have been trying to remove it with Soap and Water but it does not remove itself and after I research that it can possibly be Pearly Penile Papules? Also to be noted is the color of the thing I have is absolutely White! I am not sure if PPP has white color. I am virgin so no past sexual relations btw.

The fine white dots around the circumference are, indeed, PPP (coronal papillae). You can’t (shouldn’t) scrub them off!
