When my penis is not erect, it is impossible to notice them, while being semi or erect I can see these little spots, which I do not know what they are. My penis does not hurt, I does not smell, it does not change or spread, I am not sure if it is just the way my penis is, if I should stop or start doing something in my cleaning routine or if its herpes or hpv or something like that

I suspect they're probably just Fordyce spots and nothing to worry about, but it might be worth getting them checked out. You could either see your GP, or if you're in the UK, you could go to a genitourinary medicine (GUM) clinic - google "GUM clinic near me" for details. If they're not visible when you're soft, then take some better pictures that you can show the doctor.

I think you're probably worrying unnecessarily. Your glans looks pretty healthy to me.
