There are several natural glands develop in this area - Tyson’s Glands and Parafrenular Glands are 2 - it looks like your frenulum was removed at circumcision so some of the glands have not developed normally as they would have done.
It is possible to have them frozen off or surgically removed, but most Urologists would regard this as cosmetic only.
I would not recommend any form of removal as you risk complication at a later date
