To answer your initial question then, the redness is not normal.
The source is often something that is in contact with your penis, such as a particular soap, shower gel, or even a Lube.
To get an actual diagnosis of what is going on you would need to see a Urologist - you can often access these at major sexual health service provider, if you live in the UK you could also try a GUM Clinic at the main General Hospital for the region in which you live.
You can also limit what is in contact with the skin on the glans of your penis, try to make this water ONLY - when you masturbate make sure to do a FULL clean up with tissues then wash and fully dry.
Try to limit your masturbation to at least every other day, or, the more days you abstain the better chance the redness has of recovering naturally. Do not use anything as a Lube, other than a good quality Liquid Coconut Oil for use on skin if you wish to try it - all you need is a very light coating.
Try keeping it only on the foreskin and shaft of your penis as far as you can.
