If it is the bumps you are wanting to get rid of you would need to see a primary care Doctor - a Regular / Family Doctor / GP - who is happy to do minor surgery - otherwise you would need to see a Surgical Urologist.
The bumps are most likely either warts that can develop anywhere on the body, or Fordyce Spots.
The texture and general appearance of the skin on the glans / head of your penis is mainly down to you being circumcised as the removed skin has micro glands that secrete natural lubrication.
What you can do is to never apply soap or any other form of body cleaner top your penis - use running warm water and the inside of your hand and fingertips to clean your penis. Make sure you are fully dried after washing or showering.
Your skin will very slowly start to improve - however, this is a long-term project and you need to exclude anything that can further damage your penile skin - and soap is the major one - for several years to see a distinct difference …
