Those smooth round lumps you’re referring to are probably just Fordyce spots, which are sebaceous (grease) glands. They will often look very prominent (proud) if you stretch the skin, as you appear to have done in one of the pictures, where you’ve drawn the red arrow.
Nothing to worry about. Don’t be tempted to buy creams and other preparations to get rid of them. They don’t need any treatment.
