i've been having these for the past 2 months it doesnt itch or burn. last time i had sex was around 4-5 years. is it warts. i masturbate weekly with soap or oil. i heard that wart can appear years after sex. so im scared

it could be caused by soap, soap is harsh for penis skin maybe you masturbated heavily with soap

yes it could be.
but before i didnt have them even though i used to masturbate with soap for like 3 -4 years. only now i have them. can they go away if i stop masturbating for long time

There is an anatomical term for the arrangement you have - simply, they are almost certainly a variation of Fordyce Spots
They are not ANY form of Wart
