These random bumps seem to pop up on their own sometimes in the same spot is this genital warts?
Most likely shaving, but hard to see from a single blury image. Is that the only spot?
Yes but it seems to come and go. Sometimes after shaving. Sometimes without shaving

Frustrating I bet! Looks like nothing to worry about - single spots are generally not as a result of STD or anything (maybe apart from a syphilis chancre - this is nothing like one of those). It could well be a hair follicle as you suspect, could be a cyst of some description. May well be with you for life, may disappear. Id keep an eye on it for rapid and unexpected changes, maybe name it for comedy value, and only worry if there is a substantial change.
