i am having pain when it comes in contact with clothes,n i never had sex
does it look wierd to you in any way?
Can you draw your foreskin far enough forward to cover the meatus lips completely? If you can you may avoid contact with clothing.
What you may have is a skin reaction going on, and as your meatus is really sensitive anyway it may be affecting it the most and causing the sensation of pain. Check what your clothing is actually washed with - is it a good quality soap powder, gel or wash blocks - ideally these should be for sensitive skin or you could switch to using Liquid Soap Flakes for a few months and see if that helps.
While the photos you have posted are not particularly clear - try bright daylight if you upload more - I would say your penile skin generally is in very poor condition.

and no i can not cover my foreskin further.
Can he always try to stretch the foreskin to cover the meatus? For a while my foreskin had part of the glans exposed which I found was odd. I started to pull the foreskin over to complete cover it and how it is back to normal.

So, the essential is not to directly apply soap and other forms of body wash to your penis. If you are not circumcised, draw your foreskin as far forward as possible before you get in the shower to protect the glans / head and inner-foreskin.
Wash everywhere else on your body and fully rinse, expose the head of your penis and wash with the running shower water only and rub the head and inner-foreskin with the inside of the hand and fingertips to clean.
Just as important is drying penile skin - no moisture should remain, use a clean dry towel that ONLY you use.
There are two plant-extract products that can help with dry penile skin: SHEA butter and Liquid Coconut Oil. You only need a very light coating of either of these, apply after you have taken a shower, or every other day …

So before stretching anyone needs to be sure that the skin of the foreskin is not excessively dry, and, whether there is a condition present that has caused the foreskin to either shrink or cause severe loss of elasticity and suppleness …
yes i can roll me skin in flaccid state but not when erect.

i am worried why there is swelling around meatus and why upper meatus lips are protuding out more..as you can see from the picture
Thank you for those pointers. Those are things guys should pay keen attention to.
So, the protruding Meatus lips may have developed this way naturally, and yes, you may have some swelling that is giving greater emphasis to the protrusion.
As you have not had sex it is very unlikely that you have a health condition that is causing the protruding Meatus.
What I suggest you work on is enabling your penile skin to be much healthier - and I can give you further guidance on this, other than what I have already provided.
If you cannot expose the glans / head of penis when you are erect you can work on increasing the suppleness and elasticity of your foreskin - but you first of all need to work on the things I stated in my “Dealing with Dry Glans & Penile Skin” Guide for at least 4 to 5 months …

… this can still be explained by natural development - the medical specialist that knows most about male genital development is a Urologist, I suggest if if you went to see a Urologist they would be unlikely to give you a definitive answer to why this has happened, other than natural development …
