Photos are not always the best way to judge what is going on - however, near the top of photo 1 the largest bump could be a bodily wart, an enlarged sebaceous gland or an inflamed fordyce spot. You are likely to have a number of fordyce spots anyway.
The skin quality of your entire penis looks really poor - you need to look to what it is that you are washing your penis with: soaps, shower gels and other types of body wash.
Do not expose the entire genital / groin region to hot water even in the shower. Think whether you have changed soap or shower gel or any other body wash in the last few months - if yes, go back to what you were using before or get soaps and body washes for sensitive skin.
At the end of a shower always spend 2 to 3 minutes fully rinsing your genital / groin region when you get out the shower ensure the area is completely dried. Use a clean dry towel that only you use.
