Some part of my penile foreskin is dry. When it is completely dry, a thin film-like plastic forms on it. I have no pain at all. I am 21, still a virgin, never had an intercourse and uncircumcised. Would be much grateful if i could what is the problem.
Worth trying an anti-bacterial cream. If no improvement after a few days try an anti-fungal (athlete's foot) cream from the pharmacy. If no improvement after a few days, see a doctor or G U M clinician.

You could try to add some mild, moisturizing cream to see if it has any affect. There's no need to use harsher products unless needed.
I am a sufferer of Lichen Sclerosus [LS} and this could be what you have. What I would suggest you do is monitor this very closely - for example if you use oil based ointments, skin creams or moisturisers check whether this seems to be making your symptoms worse.
Ensure you are getting a balanced diet - some LS sufferers' have to follow a gluten free diet as this greatly exacerbates [worsens] the symptoms they have.
I wonder if you have been regularly applying any oil based products, such as Baby Oil to your penis and foreskin, or anything similar to this? As I say: closely monitor what is happening with your foreskin and look out for changes to the Glans / head of your penis too. If you can identify what it is that is making the symptoms worse, update you discussion forum here, or, start a new forum and use the title 'potential Lichen Sclerosus' and I will get back to you .....
