dry shiny skin on penis with some white flakes im 18 this is the first time happening what could be wrong do i wash it too often or use the wrong cream (body cream) please let me know so i can do something to fix it as its uncomfortable

It looks irritated. You should probably talk to your doctor. In the meantime, body wash can be harsh and you should avoid anything scented. I would recommend Dove soap unscented for sensitive skin. You should not have to moisturize down there.
Your doctor may want to check for STIs if you are sexually active as well as any latex allergy if using condoms.

The skin is usually red that’s just my colour but the tip is shiny I don’t know why? Btw I still have foreskin could this be why?
