Dry, white and scaly spots on Penis. No pain neither itchy.

Hi,
I started to find these spots on my penis since 3 weeks. Initially it was just one spot( not sure how to call it exactly) and later it started spread and develop. I noticed it to be dry, white and scaly in the morning. And now it looks shiny. They don’t itch or painful. Kindly advise.
