I thought this was a scab that would not heal but now I am kind of concerned as it hasn't gone away in two weeks plus? it occasionally bleeds very little but is not itchy. Does anyone have any idea?

i would say its some sort of ingrown hair follicule or irritation, it look like you have quite long public hair and maybe you underwear causing friction again the skin could cause a flare up.
It looks like a boil nothing serious.
Possibly a boil. Apply a warm compress to the area for 20 minutes at a time. Do this three or four times a day, every day, until the boil is gone. An antibiotic ointment or castor oil can also help.
