ive had these small bumps for a while but recently seem have gotten worse. no itching or anything. doc said everything was fine.

same as kim says above, looks like completely normal penile papules to me. It looks like you are circumcised, sometimes the skin on the glans being dry can make them look a little more prominent but lots of penises are the same.
The Doc, Kim and James are right, what you have are completely natural.
You can do the skin on the head and upper shaft of your penis by only EVER using water to clean your penis, NO soap or other forms of body wash. Also get yourself some liquid Coconut Oil and apply a very light coat 2 or 3 times a week, preferably after a shower and fully drying yourself - that will help the skin of the head of your penis from drying out, if you are circumcised.
